The Taliban have interdicted approximately 120 personnel who participated in several groups conducting robberies in Kabul. Wearing clothing that allowed them to impersonate Taliban, the robbers would accost civilians on the streets, then take them to more concealed locations where they were robbed. One source in the Ministry of the Interior claims the groups have murdered several people and are also believed to be holding several prominent Afghans for ransom.
The Digest was informed that 5 of the 20 people who were killed in the recent tragic bus accident in Pakistan were Afghan students.
Security forces in Uzbekistan are said to have killed nearly 20 protestors and may have wounded 250 more when they dispersed an anti-government protest in Karakalpakstan. The protestors were incensed that President Shavkat Mirziyoyev was planning to change the constitution and strip the region of its autonomy. The president later dropped the plan to pacify the rioters.

Sources within the Ministry of the Interior and Ministry of Defense have stated that counter-insurgency searches would be taking place in the 3rd, 4th, and 6th districts of Herat. The mission of the security forces is to arrest militants associated the National Resistance Front. At-risk Afghans and any Afghans from the North should take extra precautions as there is the possibility of house-to-house searches.

Under the new conditions, Russia's influence in the region is becoming increasingly inferior to that of China, Turkey and the West.
