LAST 24 HOURS
Additional house-to-house and personal searches have been carried out in and around Kabul. Sources state the Taliban are convinced an ISIS-K terrorist team is in Kabul and has been there since the Loya Jirga was convened. Searches over the last 24 hours were observed in the neighborhoods immediately adjacent to Kabul Airport, and additional security forces have been deployed around the Serena Hotel and several diplomatic facilities in the city. The focus of the search suggests a large and/or high-profile attack is being planned. A source indicated the Taliban were looking for a blue cargo truck with a hand painted IEA flag on the back and a team of men, two of which spoke Arabic. At-risk Afghans in the areas mentioned above should be prepared for additional house searches and security checkpoints.
Flooding continued to devastate several regions of the country, and the death toll is thought to be well over 100 and rising. A large storm system dropped several centimeters of additional rain across large swaths of Afghanistan over the last 24 hours. The fresh rainfall has compounded already saturated fields and roads.
The cholera outbreak in Baghran and Helmand continued to spread. In Helmand alone, 20 people reportedly died over the last 24 hours and an additional 120 are currently ill.
Lieutenant General Sami Sadat, a former Afghan Army general who declared his intention to launch a campaign against the Taliban this past April, is rumored to have reentered Afghanistan with a sizable force. Reportedly, he is currently located in the Khan Abad district. It is said that he has captured three Taliban bases and plans to launch a larger campaign in the coming week. We have not been able to verify this information.
Sources near the main Afghan-Uzbek border crossing have observed Uzbek artillery units repositioning across the river and several helicopter flights were observed (day and night sorties). Sources did not suggest what may have provoked the unit movements.
NEXT 24 HOURS
There are unconfirmed reports of large Resistance force troop movements in Parwan province. Our analysis indicates these may be linked to the rumored post-Eid campaign that many observers have warned about (detailed HERE).
If the reports of General Sadat’s return to Afghanistan are true, we expect coordinated attacks by Resistance groups to occur soon in several provinces. At-risk Afghans would be wise to avoid traveling in close proximity to Taliban convoys and to avoid fixed concentrations of Taliban personnel (checkpoints, camps, border posts, etc.). Such targets will likely be priority targets for Resistance actions. The risk of collateral damage will be high, and non-combatants should plan their movements cautiously for the coming week.
